PIAA Wiper Blades

Ok I know this has been discussed a thousand time but i am at work and have no time to look.
I need to buy some wiper blades and want to know

1: Do i need to buy the whole blade or just the refill?

2: What size are they? Driver? Passenger?

3:Where is the cheapest place to get them from?

the refill blade is size 17 and 26. I would buy the hole wiper blade espically the 26 inches, because some comes a spoiler. My oem wiper blade lift up when I am doing above 60mph.
