Ground Strap

Ok guys, help me out again. Was waxing the Max the other day, and happend to look under the car. About mid-drivers door back and in the center of the car there is a ground strap, about 6-8 inches long just hanging. Looks like it is screwed into the body. Where should the other end of this thing be hooked too? Exhaust?
