Steam as in picking up in the market and selling rapidly as a new thing instead of the standard cadium/zinc plating.

is it just the picture or is the outer rotor thicker then the inner rotor???

the outer rotor does appear to be thicker... both left and right rotors I got are the same way

Seems like that would make sense if you're using a stock floating caliper design?
