y-pipe concerns

Here it is,

I have code P0430 that keeps popping up. Now I believe that means I have a bad pre-cat. My question is if I replace the factory pipe with a cattman y-pipe, will it solve my problems? The car in question is cali spec, so I don't know if eliminating the pre-cats will hurt my emissions. If you guys have any input here, I would greatly appreciate it. Thanks in advance!

eliminating pre-cats will not hurt your emissions as long as you let the main cat warm up

So the y-pipe should solve the problem of the pre-cats on the factory pipe. In your opinion, is this a good idea, or should I replace the pre cats instead?
