Idle air volume learning procedure

Ok, so I am having problems with my idle. I get this sudden drop in RPMs at idle or at coasting to a stop and I've heard this could be from a bad TPS. I found two links that go over how to fix it but there are conflicting steps.
One says to remove the TPS when the car is OFF and the other says to have it running....which one is right? Thanks!!

Here are the links:

Same thing

Dude, I had the same problem. But before i did the procedure I cleaned T/B. Was full of black crap around it. I just cleaned the butterfly and housing around it. Went for a ride, and RPMs were fine, like new. Didn't do the procedure, but I can see what I did maybe to help the RPMs. Might want to try the same thing.
