Wheel Bolts replaced? HELP

I had my car in body shop for some rear end collision. Took the car back last week, and decided today to replace rear breaks myself. Come to take off the wheel, one lug nut isn't coming off, got stuck one fifth from the wheel. Looks like those morons at Danilchuk's Auto body in East Boston didn't tie the lug nut properly, so I went there. Only one dude was in garage, and he tried to use air wrench to take it off, no luck. I came home, got it off using lots of torque, but the bolt broke off.

Does anyone know if you can replace just one of those bolts, or the whole assambley of 5 of them. They do look like they can be taken out. Help Please..!!!
