exhaust system removal problems

I am replacing the last 2 sections of the exhaust system on my 2000 (welds rusted through). Can someone tell me how to get the flanges apart. The nuts look welded to the flanges and I cannot turn them on the bolts.

spray them down with luquid wrench or something else to eat away the rust. spray it a few times over a couple hour period and it should loosen up

Thanks, everyone. There really were nuts there-just so much rust I couldn't tell. Got them off with grinding and vice grips. I've never had any luck with any liquid treatment, no matter how long I waited. I do use anti-sieze however when I re-assemble.
