hood vibration and latch raddling
help please, I've got an 03 SE with hood vibration visible at speeds of 30mph and higher. Related to that is the noise coming from the loose latch going over rough road surfaces. Dealer fixed the latch onece all ready and the problem came back. I tried to tighten the latch bolts myself but only one bolt is reachable where other bolts are buried in the cramp space near the front bumper which leads me to think the bumper will have to come off to access those bolts. Any clues?

Yes ive seen that TSB, but comparively to the starting thread comment, its not as worrysome.

2000-2001 Maximas don't have covers. Only the AEs and up.
There definitely is a TSB and it's pretty comprehensive, to the point of asking the dealer to test whether the hood's sheel metal has separated (de-bonded) from the underhood structural supports...it also includes the installation of foam seaeler packs between the headlights and the hood to prevent air being trapped in there and lifting the hood, and a couple other adjustments & things.
My suggestion, dont fart around with it, take it to the dealer and have them fix it.
A postscript added on an edit: your dealer should have applied the TSB when u forst took the car into service complaining of the fluttering hood condition. The fact that ir appears he just as you said adjusted the latch proves he is an incompetent arsehole so.....if they now give u any grief about the car possibly being out of warranty, threaten them will calling Nissan Customer Service to complain that they failed to follow a known customer complain issue by failing to follw a specific Nissan TSB for this condition
