wheelwell falling apart

About a month ago I left my house and had to pull over cuz i heard a loud rubbing sounds. I looked in my front left wheelwell and saw the lining was rubbing the tire, i pushed it back up most of the way but it still hangs 2 inches. now i heard a rubbing noise that almost sounds like the tread noise you hear on a truck with mud tires. i dont see it rubbing. what the hell do i do? anyone know how to get it back up? it seems obstructed by something

remove the wheel.. look for the screws that hold it in place.. remove them and put the lining back where it goes.. screw it back... done....
