I'm looking to get an 00VI from a 2000 Maxima for my 4th gen, and nobody has yet been able to enlighten me about what (if any) differences there may be in the upper IM between the "thru 6/99" production date and the "from 7/99."

Looks like 2000 cali or fed emissions are pretty much the same. 2001 manifold has a block off plate for the EGR tube instead of an EGR guide plate.
In short, any 2000 should work, just make sure it's not a 2001 unless you track down a EGR plate.

I understand the differences between the 2000 and 2001 VI's and the Fed-Spec versus Cal-Spec 2000 VI's. My question is, what is the relevance of the production date changeover at 7/99 relative to the upper IM?

The difference is Nissan used different parts for certain years--like in 01 late production of maxis had the new updated air flow meter--or oxygen sensor--installed already versus the early production--thats why they list Vins in a bulletin--or they just say all if applies to all
