Quick question

Lifted my car up this weekend to check the wheel bearings and noticed that I was able to turn the wheels with the car off. Is this normal? I thought the steering would be locked up if I haven't started my car.

On some cars it will only lock(you will hear a click) when someone tries to turn the steering wheel so many degrees with the car off.

AFAIK, the key needs to be out of the ignition as well...
