That is an old article...most springs these days have progressive spring rates, so cutting them is a bad idea.

back then, most/all springs were linear, so cutting them had little effect on the ride quality. If you cut a progressive spring, ride quality will go in the tank...

that, and cutting may be ok for race-only applications...but not for cars that actually have to deal with potholes, ridges, dips, and other road imperfections.
