Can you tell from a video...

... if my car has a VIAS problem or not? If I were to post one up. I really don't know anyone with a Maxima of similar year and stock like mine to compair my car with... I really don't know anyone with a Maxima at all.

If I post a vid, do you guys think you could tell at all?

I would say no. An easy way to check is drive normally and do some runs for 10mins then disconnect the VIAS and drive again for 10mins. See if there is any difference in the driveablity. That will tell you it will be a distinct diff.

yes you can. most of the time, a non-functioning VIAS results from a non-functioning power valve. this valve should open once the car hits ~5000 rpm. you'll have too look on the right side of the intake manifold, slightly down into the engine bay. the best way to see it is from the side of the car looking down. have a friend rev the car and see if this valve moves. if it does, then your vias is fine.

That's not entirely foolproof. Sometimes the power valve looks like its working but the interal link is broken. That's what happened to Irish44J; he was on the dyno putting down some crappy high end numbers, even with the power valve working, and he opened it up later to find it broken internally.

Says the same thing here about the internal linkage:
