Fuel pump problem?

Hey guys, recently I started noticing a noise when i put the car on so that I can run a/c and stuff, it sounds like a whining noise which my guess is the fuel pump. I told my neighbor who is not a mechanic and he says its just the sound a fuel pump makes and that its fine, but even when im driving when i drive under 10mph or brake under that speed that noise comes back. Any ideas on if this is a serious problem or should I just leave it be?

I think you're hearing something else. A noisy fuel pump would be constant.
