Need some help removing a bolt

I striped one of the flywheel bolts and I can't get it off. It's a 14mm bolt and I've tried putting a 13mm or 1/2 socket on there and the bolt head is still too big. then I tried vice grips thats didnt work. Then I went as far as welding a nut to the head of the bolt and everytime I do it the weld breaks.
