I would not recommend installing new pads and rotors at the same time. As a general rule, bed new rotors with old pads, new pads on old rotors. I did the new/new thing with my Porterfield and Brembo blanks and it took quite a few miles for the brakes to feel normal again, even after doing the bed-in procedure for the Porterfields.

I'm a little confused as to why you'd want to first break the pads in against one mating surface and then go through the process all over again to bed them in to a different one. I'd never bed new pads in against unresurfaced rotors and I don't think I'd resurface old rotors that were being replaced.

Could you describe what felt abnormal in your above-described experience? I recently did pads, rotors, calipers, wheel bearings, & upper ball joints on the Malibu and didn't notice any unusual behavior.
