Larger diameter tires will decrease the wheel to fender gap by about half of the tire diameter increase. The other (again, approximately) half of the tire diameter increase shows up as an increase in ride height. What remains constant is the spindle height relative to the body.

what I meant was that larger tires will make the gap seem worse than it is... If you go up in wheel diameter (eg 15" to 17"), you still want to maintain the same overall wheel + tire diameter. So, the overall diameter should not change...
