Can I use any cone filter that accepts a 3" pipe.
I see filters that are a lot cheaper on E**y than
buying a JWT or Stillen setup.

Yes...lots of people just rig up a generic filter to work. Go for it...just be sure to get one that is the right diameter and be prepared to go to Home Depot and find a new bracket if the generic on doesn't fit.
