What part is this! And is it connected properly?!

I doubt that the inspection station did that, but the plastic piece haging down is the air dam. It's not necessary, but it helps to keep the engine from getting soaked. The last picture with the piece of plastic with the wires on it, that should be going into the other piece that's right next to it. It's kind of hard to see from that narrow of an angle, I have no point of reference, but that looks like it could be the MAF adapter? Does that piece go into the throtte body? (that's connected to the intake manifold)

Looks like the previous owner tried to make a cold air intake. The underside splash panel which you described as loose in pic#1 was made that way in order to route air into that white plastic pipe funnel. The intake scoop is not even connected to the stock air box so.... White residue could be battery acid. Might be time for a new battery.

that is the resonator for the intake. It should be connected to the bottom of the "scoop" that attaches on the front frame of the engine bay....
dude, seriously. You need to take some care of your engine bay. It's so dirty I'm not suprised that things aren't the way they should be......

So my next question, how the hell do I re connect it?

first of all, take a more zoomed-out pic of your engine bay so we can see what parts may be missing, etc...... All of the pics you posted (except for the first one) are part of the intake system, but I need a wider angle to see if the scoop or other parts are present or missing....

I doubt the people who did the inspection messed up all that stuff, in fact if they did there would probably be hand prints on those dirty parts.
Get in there and get creative, the plastic guard, thats somewhat a no brainer. Get some zip ties or something and re secure it. The part where your airbox is not connected to the scoop, push it back together.

Gotta be the filthiest engine bay I've ever seen, besides a 1984 Dodge diesel.

7 years old, my mom really didn't take much care of it...
Its taking forever to clean, theres SOOO MUCH GRIME.
But if someone could identify that piece and tell me if its in the right place I'd love you!

Not to get off subject, but since this car is new to you, you may want to get one of these before you leave pieces of your exhaust on the road.
