Idling Issue

I have an '01 SE. It's a 5-speed, and I am having a strange idle issue.

The car is running fine while in gear, but when I go to nuetral, it seems to rev itself and constantly fluctuates between 1200~1800 RPM.

Has anyone else experienced this, or know what it might be?

Any suggestions are appreciated.

Yeah....seems like the culprit. I'm going to try to pull it off and see if it can just be cleaned, or it if needs replaced.

Just so you know, the problem with this part is typically the stepper motor. It cannot be purchased separately; it comes with new the IACV assembly.
