Fogs on with High Beams
After looking at some wiring schematics, it looks like Nissan designed the ground wire on the fog lights to be cut when you hit the high beams. Play around with those ground wires and a multi-meter, see if you can find the one that's cut while the highs are on and re-wire it to a permanent ground source. This won't affect any other operation of the fogs that I could see as far as when they're on/off, just the high-beam operation.

Close. Wiring the fogs to the parking lights instead of the low beams will only make them work with the parking lights and low beams. Still will not fix the high beam issue. You'll need to get around that ground wire first.

It does appear as if wiring them to stay on with the high beams would be a bigger deal than it seems.
The simplest instructions I could find to do it were from sixman, which I've pasted below. but there were no further posts confirming if it worked:
The combination light switch is why the fog lights will not operate with hi-beams on. There is a switch that connects terminal 7 (connector E100) to terminal 5 (E100) that breaks the ground connection when the hi-beams are on. If you take the Green/Yellow wire off the fog light switch connector (E98, terminal 32) and run that to ground instead of to the lighting switch (E100, terminal 7) you will bypass the hi-beams switch that cuts off the fog lights.
Be aware howvere, to get to the connectors on the combination switch, the driver's side airbag and steering wheel must be removed.

How bout with 4th Gen?
Is this the same on the 4th Gen max's? I think the "fogs" look cool and would like to have them on in all three modes, parking lights, low beam, and high beam. As such I was thinking about running the fogs through a 12V switch in the car, bypassing the factory switch so that I can just manually turn on or off the fogs. Not sure how to go about this, but it was a thought. I really don't like the idea of having to remove the steering wheel/airbag to get at a simple electrical source.

4th gen fogs
It's true, the 4th Gen stock fogs from the factory shut off on the high beam. They only turn on with low beam, nothing else. I have found a detailed webpage with pictures and stuff on how to rewire it. Pretty simple. Thanks.

I know in NJ (probably most other states too), it's illegal to have the high-beams on with the fogs. Even when you add in an extra set of PIAAs, Pilots, or whatever, they're supposed to be shut off when the high's come on, or they'll fail you at inspection.
Just remember that before you guys mess around with the lighting.

my GXE didn't come with fogs...I had a shop install Pilots right where foglights are...they do not aim straight, but I have a bluish light, that is on with running, and high beam. I wish I could post a pic here, but it is over 500kb in jpg.

A friend of mine had a Caprice and he mounted fogs under the front bumper. When he took the car to state inspection (Bayonne area), they failed him, and told him he needed to re-wire the lights so they'd shut off with the highbeams.
I also have a few friends that are cops, and they've told me the same thing. Maybe this weekend I'll do that trick 5th-gen Fog Re-wire mod on my SE...hopefully I have time.

I know when i have my highbeams on and another car comes, i occasionally forget to turn them down. and i just got my PIAA super white platnium and new fogs that match and i would probably blind the h$ll out of the other car, so i wouldn't do that cause knowing my luck it would be a cop and another ticket for me
Steve, the club is for anyone in NJ. I just got my 00' SE a couple weeks ago, and even before that i would go in my black 89 legend just to check out the cars, but now i can actually join in. Hope to see you at the next meet.
