Help the engine breathe better and run smoother ... change you plugs if they are old, (install NWP spacers while you have things apart doing the plugs if you can afford them), add a short ram intake, and as others have stated change the exhaust, change the B pipe to get rid of the squash section, change the Y pipe both of these will help the engine breathe. All of this will cost considerably more than 200-300 but they will give you a nice start and balance delivery both power and better performance.

Exhaust is definately the best place to start but IMO power should be the last mod. I would work on the weak points of the car, not the strong points. However, an intake and exhaust seem to be exactly what you want. Power and mpg....

What prompted my questions was hearing someone with a 'Brand-X' car, talking about how installing a chip really helped her car run more efficiently.

have you timing adavanced to 17* that increases the amount of time your fuel burns if it doesnt increase your milage and response ill be a monkeys uncle. cost free-20 bucks dependant on the service guy at the dealership

The only tuning options available for your Maxima specifically are complete ECU reflashes (Technosquare) and piggyback computers that splice into the factory ECU wiring (APEX'i S/V-AFC, GReddy E-manage)
