I think your mechanic is just either dumb or taken advantage of you, why would you need a whole new ac system just for it not to work that would make me question wtf the mechanic is doing with my car while its at his shop.

Man your mechanic is an idiot, I had a ****ing idiot mechanic change a caliper on a jeep grand cherokee I had years ago because he said that was the problem, turned out my whole front differential was broken. So then I had a brand new caliper for no reason when i didn't need it. Just because he put new parts doesn't mean he fixed the problem, and he obviously didn't figure out the problem that's why he replaced the whole ac system, i doubt every component of the system was bad and had to be replaced.

How about taking it to someone who knows what they are doing?

1. If you had the compressor and condenser replaced already the likeliness of shelling out another grand is very low, if not impossible.

2. If it is under warranty then just leave the car at the mechanic until it is fixed. Why even discuss this further?

The only time the whole AC should be replacced is if "Black Death" occurs which is the failure of the AC compressor in which seals, shrapnel etc. goes through your AC system.

Since it's working intermittently I'd say there is a leak somewhere or the system was not charged completely/properly.

Tell your mechanic to fix it. If he won't report him to the B.A.R. and the BBB.
