Cooling Fan Relays

Cooling Fan Relays
I've got a 2000 and am having problems with the driver's side cooling fan not coming on at times leading to the engine temperature climbing when I'm in stop and go traffic. I know there are relays under the hood labeled Rad Fan 1, Rad Fan 2, and Rad Fan 3 I believe. Which of these relays controls which fan? Is one of them for the high and low speed? Is the horn relay, for instance, interchangeable with the fan relays so I can try to narrow down the problem?

When you say the "driver's side cooling fan not coming on at times", does that mean that sometimes it does come on? If so, under which conditions is coming on? Also, is the passenger side fan coming on at all, at least when the AC is on?
Without looking at the FSM I wouldn't know which relay controls what, but I do know that you can interchange relays, as long as they have the exact numbers printed on them.

I'm assuming the fan does come on at times since sometimes the car doesn't always overheat in traffic. The A/C fan comes on whenever the A/C is on.
I've figured out which relay controls the driver's side fan and replaced it and replaced the coolant sensor. It went about a week and a half after replacing those without heating up, so I thought I had it fixed. Until last week that is.
I've noticed that when it starts heating up in stop and go traffic, I can smell coolant inside and outside the car. However, every time I check the coolant level, it's fine.
I'm going to take it to a shop in about a week, but just wanted to see if anyone else has experienced this problem and what solved it for them.

FYI, I had a coolant smell in and outside my car, but could never notice any leaking or loss of coolant. It turned out the radiator cap was defective and a small amount of coolant was releasing through the little pressure release valve, which was also covered by a stupid sticker. Replaced the cap and I was fine.
