Diagnostic code reader shows "NO LINK"
Could this be caused by a fuse? if it is? I have a 02 by the way.
Checked the fuses under the steering wheel and they work.

I wouldn't be too sure about that. The people at my local drive-through dairy know more about cars then most AZ employees I have come across.
Regardless if the ign is ON, and the scanner is not connecting you have a likely hood of 1 of three problems:
1. A pin is broken on the scanner's plug.
2. There is a short somewhere in the cable or plug of the scanner.
3. Your ECU is fried.
