That's your outer tie rod end. That's the connection from your rack and pinion gear to turn the wheel.
And see that big bolt sticking out 2 - 3 inches below the tie rod end? That's the wheel turn stop. Put some grease on the end of it so it wont make a creaking noise when you have the wheels fully turned.

What he said, get the Moog tie rod ends, they are grease-able.
