2000 I30 Code P0403 and limp mode

Well i bought the car on ebay 700 miles from home and it won't rev past 2500rpm. Wondering if anyone has encountered this problem. Weird thing is, i had 2 friends helping me yesterday and we couldn't even find the EGR valve and that's what the code is for. I can't drive home till i find the problem. Thanks
p.s. initially thought it was the MAF, installed a brand new genuine Nissan one. Didn't change the limp mode.

Look down below where the throttle cable attaches to the throttle body. It is the thing with a black cap. Doesn't look easy to get to.

thanks, car does not have egr, looks like engine is out of a 2001 model. this should be an interesting fix

Engine swaps are out of my league, but the 2000 ECU is looking for a the EGR, then you would need the 2001 ECU. I don't have any idea if the 2001 ECU would be plug and play.
