Sounds like you got oil on the bulb which will burn it out quickly.

I was extra carefull not to touch the bulb. I handled it by the base. The bulb i replaced was not burnt out or anything, going to open the fog again and take look to see whats going on. Can i rewire the fog to work with right one to turn on and off will it overload the fuse or cause problems

There is only one fuse to power both fog lamps. You need to check the wires that go to the lamp that does not work. If the lamp worked when you swapped the bulbs and then stopped working, You have a bad connection. Maybe it's the wires, maybe it's the socket.

Unplug the Foglight assemblies from chassis harness and turn them on the power to see if the fuse pops! If it does then there's a problem with the chassis harness.....Also check your foglamp assemblies with a VOM for a short @ the Foglight body!

That's great that you found the problem. Electrical problems can be tough to figure out.
