Intake Valve Timing Control Cover ???

Intake Valve Timing Control Cover ???
When replacing the Intake Valve Timing control valve solenoids, is there any reason to remove or replace these covers???
The dealership said they needed to be replaced after I threw a P0021 & P0011 code, and they included the covers in the estimate...
The qoute was for $1,000, and I decided to do it myself. After looking at the diagrams I can't see why these covers need to be removed to replace the solenoids?
The actual quote says "Recommend intake solenoid bank 1 & 2 with both covers also"
Anyone know why?

6th gen valve covers are $90 for both brand new from courtesy parts and it is about a 1-1.5 hr job to replace them. Throw in another $40 or so for new valve cover gaskets, and you are at around $130 for new non-leaky valve covers.
