Will the motor from one year go in another year
If the emissions are different he will have to switch over a couple items, nothing major though. All 2000 models aren't cali spec like the 2001's.
Honestly, I don't know much about the emissions specs but from my understanding wouldn't it be based on ECM, exhaust and o2 sensors? If you were swapping the engine you would keep the same ECM, exhaust and o2s so there shouldn't be anything you need to change to put a 2001 motor into a 2000 regardless of which spec it is.

Cali spec and Fed spec have different emissions setups. I don't know all the tid-bit specifics, but rest assured mixing the two would create some headache.
Basically just find out if you have a FED spec or Cali spec. If you have a FED spec then you may have some minor headaches to toggle through.

Lower Intake Manifold is different. The 2001 also does not have the EGR. It is blocked off. Get to play with some sensors. To keep it out of limp mode you will have to keep the egr stuff plugged in. You will throw codes but will not go into limp mode. And as stated the upper intake manifold is also different! Have fun!
