There is supposed to be a thin little wire that is attached to the starter solenoid. This wire connects to the ignition switch so if you overlooked connecting it, the car won't start.
In this photo, it is just under the arrow that points at the solenoid.

Check to see if u installed the battery correctly, if u connected it wrong even for 1 second u could have blown a fuse im sure the fuse is next to the bettery try to bypass that fuse to see if itll start then replace as necessary

The FSM does not list the O2 sensors as being a problem for code P0420 And its counterpart P0430. It lists these possibilities:
Three way catalyst (Manifold)
Exhaust tube
Intake air leaks
Injectors
Injector leaks
Spark plug
Improper ignition timing
I've never heard of a refurbished converter, so I am suspicious about that.

Dumb question - you did reset the check engine light after the muffler shop replaced the converter, right?

If you get a check engine light and fix the problem, you should reset the light, but It will go out on its own (assuming the problem had been fixed) after some amount of miles have been driven, which I think is 30 to 50 miles. If the light is going off and coming back on, then the problem is still there, but not 100% of the time.
Does the engine run OK, i.e., smooth and strong , no misses? If it does, I think that the converter they put in is a bad one, which is probably why they took it off of someone else's car.
