I found this:
1. Remove intake valve timing control solenoid valve.

2. Provide 12V DC between intake valve timing control solenoid valve terminals 1 and 2, and then interrupt it. Make sure that the plunger moves as shown in the figure.

CAUTION: Do not apply 12V DC continuously for 5 seconds or more.

Doing so may result in damage to the coil in intake valve timing control solenoid valve.

NOTE: Always replace O-ring when intake valve timing control solenoid valve is removed.

Is the inspection result normal? YES >> INSPECTION END

NO >> Replace intake valve timing control solenoid valve.
Which I did. The motor doesnt do anything. I want to get the other one off and see if it behaves the same. Maybe I'm on to something.

So neither IVT motor actuates when I give it 12v. But I'm not entirely sure I'm getting it power in the proper way. I dont think both of the solenoids would fail...

Cleaning the MAF didn't do anything.

Ive also had a REALLY small oil leak towards the front of the car for a while, always just a few drops. I wonder if these motors are bad, and dumping the oil when I turn off the car?

But I found a few interesting things:

-My intake gasket is TRASHED. Theres not much rubber left, it's not doing anything really. I'll be buying a new one.

-I can hear a vaccuum leak. It's coming from the Vapor Canister Purge Solenoid....

I also dont have the right alan wrench/torx socket to get the throttle body off the plenum. I cleaned one side of it, but couldn't detach it to get the other side. I'm going to get the right tool and try it again.

I think my problem is a vaccuum leak. Probably somewhere in the intake area.....

I took apart the solenoids and cleaned them out. I still cant get them to actuate when connecting 12v to both of the pins...
