Headlight issues

I have a 2001 nissan maxima se 20th anniversary manual transmission.

Here is the story... I bought the car a few months ago and noticed that the passenger side headlamp was not working. This was due to the plastic connector being melted. Well i replaced that finally but now the weirdest thing is happening...

The highbeam indicator light is always on in the car. I hopped out and discovered why. The drivers side headlamp fuctions correctly. The passenger side was on highbeam when the drivers side was on low beam and went to low beam when the other was on high beam. I did some testing and i hooked up to the right wires when replacing the connector. I tested the wires on the passenger side and found that the highbeam circuit is always getting juice and the lowbeam circuit is constantly getting a small amount of voltage... I checked the fuses and the bulb and both are fine... I saw the articles about the switch and i doubt it is the switch contacts because then it would not work at all. Would it be the relay to the circuit?

Any help is very much appreciated!
