I recently bought a 2003 with stock headlights. I've found that while very bright, they are pointed very low. I go to re aim and on both sides, the white screw spins and spins with very little resistance and seems very loose and almost seems like it'll come off. I would like to remove them and try to tighten the screw all the way, then adjust accordingly (per service manual technique).
When I do turn the screw, nothing happens. I know it takes many revolutions to get them to move ever so slightly but I'm convinced my adjustment screw is too loose and not doing anything. Any advice as to what I can do?
If the white plastic part is stripped and the teeth are not gripping on the adjustment bolt, you can try popping off the white piece completely and use a set of needle nose pliers to manually turn the bolt. It's a little tedious, but it gets the job done.

OK I took off the headlights and popped the white screw off. The screw underneath was rusty but moved without lube. Not a big deal I just wasn't sure if the white screw being broken meant no adjustment. Evidently it doesn't. Thank you.
I know the clearance and configuration behind the headlights is a slightly different between the 5th and 5.5, but I managed to turn the adjustment bolt with the headlights mounted using some long reach offset needlenose pliers that I got from Harbor Freight, like this:
