I don't know this for certain but I don't see why the fuel pump would shut off just because you have come to a stop. Obviously the engine still needs gas even at idle. If it were the fuel pump I would expect taking your foot off the gas and having the engine in neutral would create the same noise.
Coming to a stop would mean less road and outside noise so you would hear more. Where are you seated in the car when you hear the noise? Presumably the drivers side so the question is do you hear the noise with both ears? Is it coming from the sun roof? Is one of the seatbelts in the back hitting something? Chances are its not the fuel pump.
