I'm trying to get to the issue why i don't have any voltage on pin 1 on the fuel pump harness which is the pin that energizes the fuel pump causing a no start due to no fuel being pumped

does the red NATS light by the clock turn off when you put the key in the run position?

fuel pump relay is ground side controlled by a pin on the pcm. check for power at pin 5 and 1 on the relay. if good check continuity from pin 3 to the fuel pump plug. if good check for ground control on pin 2 at the relay while cranking. if no ground check continuity from this pin to pin 23 on the pcm connector. if good you either have a bad pcm or the pcm is not commanding fp activation for whatever reason.

are you using the proper programmed key? no theft/immobilizer light on the dash?
