Busted bolts on catalytic converter

Well, in the process of removing my cat to install an STS I managed to bust the heads off of all 4 bolts on the cat.

Does anyone know of a good way to remove the remaining parts of each bolt in the cat? All of them are rusted on pretty good.

Also, after I remove the bolts from the cat can I just use a bolt, lock washer, and nut for all four attachment points when I put the cat back on?

Thanks!

Why not try Break Free rust remover and see if that helps.
