Rough paint on plastic pieces

After washing my car for the first time, I noticed all the paint on the plastice pieces is rough to the touch. Especially, on the rear of the car. The paint looks clean as far as looking across it, but feels rough. The paint on the rest of the car is smooth. Any ideas what this mihgt be? I waxed the spoiler, but it's still rough. Might be time for a clay bar? I'm debating whether to take it back to the dealer for them to fix b/c of the time it will take to fix the problem. Ideas? ... Things I should try?

Thanks!
