this might sound stupid but curious b/c I dont know: is there y-pipes w/o a fed spec. or am I thinkg of something else?

There are 2 different specs. California and Federal.

Pretty much all 2k1-2k2 5thgens are all Cali Spec...

How many miles/months do you have on it, or how long have you owned it? Also, how much did you pay for shipping originally, just as a ballpark for shipping?
