Test the fuse first since it's the easiest (don't rely on the fuse looking ok, they sometimes do when they're blown). Put in a replacement fuse or test the old one for continuity.
If the electrical components are only rated at 55W, they can still fry at 85W.
If you really want to use overwattage bulbs, the safest way to do it would be to power them straight from the battery (fused) using the factory fog wires only to power new higher watt relays. That won't guarantee you the plastic light assembly won't melt though, but at least you shouldn't melt any of the car's circuitry.
i didnt pull the fuse out yet but my friend told me an easy way to check is to turn the lights on and open the hood and put my ear to the relay box and listen for clicks when u turn the fogs on and off and i do hear clicks... now the question is does the fuse go after or before the relay? i think it goes before which leaves it to either fryed wiring or burnt bulbs... im hoping its the bulbs obviously... lets say it is the wiring what should be dont to fix it and how much it would cost? i could do the electrical work myself... but how much would new harnesses cost? and how much are the converting wires to change it to take higher wattages? ok thanks

Without a wiring diagram it's kinda hard to know for certain. The relay and the fog lights could be powered from the same source and same fuse. But they could very well be fused separately. You may have to pop one of the bulbs out and check for voltage... wish those fogs were easier to get to! That'll tell you for certain if you're getting power. It just seems unlikely as you said that both bulbs blew at the same time.

damn... those harnesses are kinda pricey... anyone have them on? was it difficult to install? and do you attach them to your factory harnesses or are these instead of your factory harness... also does anyone know where i could find harness for h3 (fogs)? because they only have them for the headlights (9004 and h4) if anyone knows of anything like that let me know
