Gas mileage
I've read where some folks are getting 20 MPG on average. I do mostly city driving, not the bumper-to-bumper type, but a fair amount of starting and stopping. I have only been averaging about 16 MPG. This is well under what Nissan claims. Is this normal? My assumption is if I do 90 % city driving I should be getting about 19-20 MPG but thhis is not the case. My car only has 800 miles on it.

The gas mileage will get much better as you drive more. I was concerned when I first got the vehicle that I could only get 500km on a tank. Now after 3000km, I can get 700km on a tank. All highway miles, in 6th at a reasonable speed.
Wait till it has a couple thousand miles on it. I'm sure your mileage will improve quite a bit.

Mileage does increase quite a bit after you've put a few thousand miles on the car but it looks like trace is still way below normal. I have 900 miles and my average is 22.3 MPG. Mileage has been half city, half hwy. 16 MPG just sounds bad.

It's not exactly a 2k4, but when if first got my 2k2 my mileage was in the 16's (city) and 20 (hwy) the first several thousand miles i've had it.
Now, i'm happy to say i'm doing a lot better than that. 20 in the city and an average of 30 on the highway.

Seeing how I am a geek, I am tracking this. Here are my results:
Maxima mileage
date G gal dist mpg mph
20030611 H
20030617 H 17.151 446.9 26.5
20030628 H 17.305 417.9 23.7 34.2
20030705 H 16.853 389.1 xxxx 41.2
20030712 H 18.869 463.0 25.6 41.4
20030723 H 17.184 444.0 25.4 39.2
20030729 H 18.134 451.0 25.4 40.6
20030809 H 18.713 512.0 27.2 47.5
20030816 H 18.790 419.0 23.7 37.5
There is a clear correlation between average speed and mileage.

Something I have noticed ...
My car has learned to shift for speed, hard and fast. Also when cruising, and there is a slight decrease in speed the car downshifts pretty quick, and will hold a lower gear when accelerating.
So, I started using my autostick more, and the gas mileage has gone up. from avg 20 -21, to 25 - 27. This is mixed driving with occasional hard driving. The car will be in the 30's if it was mostly HWY.
Just a side note: The car seems considerablly faster now (5K+ miles), wtih K&N drop-in.
