Aluminum is subject to galvanic corrosion. It corrodes when in contact with some metals. Either the previous owner got scammed buying this or he's was a genius. I would speculate that this is used for cold climates where lots of road salt is used and aluminum just melts away. Maybe its just to slow down normal rust. Boats are also subject to galvanic corrosion.
But again, this could be just another Turbonator.

When i had the old 95 Jag, Xj6. After two years just before we sold it found the remote starting stuff under the hood. Unfortunatly we didn't have the buttons for it, and it was going to be as expensive to get new buttons made for it as getting a whole new remote starting system. That car had enough wierd electical problems, we weren't going to mess with it. I loved that car, thank god it's sold and gone.
It's always fun when the ups guy comes. The trick is to get home before the wife so she doesn't know you bought more car toys.

They're peddling those at Canadian Tire (Canuck version of Pep Boy's or AutoZone) I was interested enough to watch the video that was looping in the store but quickly dismissed it.
Having spent ALOT of time in automotive assembly plants I see how much effort manufacturers put into corrosion protection via e-coating etc. It's a very expensive process. If a $200 gizmo could stop rust just like that all the car makers would be putting them on the cars as an OEM part.
That said if my car had one on it I wouldn't necessarily take it off, I just wouldn't shell out the $ to buy one.
