Apparently, he has access to a meter to measure transmittance. Law enforcement officials use these in my state to check window tint. The meters calibration must be off just slightly so he gets a -1% reading. Theoretically, transmittance cannot be less than zero, the point at which NO light could pass.

I have the same color interior as you, 35% was a little to light for me. either way 35% or 20% or 15% you can get a ticket, so I opted for 20%, but my tint guy suggested 15% & I am very happy with it.
