Do you think that the 07 front bumper can me modded to fit an 04 setup?

I don't think it's an exact fit on an 04-06 body, but with enough money, anything is possible...

 

There are differences in shape/countour at the area where the grille, headlight and hood join up. To have everything fit correctly, you would need, at a minimum: bumper, grille, hood, headlights & foglights.

As Chernmax said... all it takes is a sufficient amount of money.
