Headlight adjustment on lowered cars

This has been on my mind for a while now that its dark at 4pm. When I raise mine I will split the difference between stock and where it is now. If the light is lower by 1 inch at 10 feet, (I don't know exactly what it is since I didn't measure) you could say "big deal" but at 100 feet you lose 10 inches of light height and 20 inches at 200 feet. At 60 MPH you are moving 88 feet per second so I think raising the light height is a safety issue; it is deer season and those damn joggers at night. If it warms up this weekend I want to this adjustment.
