EDIT: true, 2007 fogs are at the bottom of the bumper.... forget about my post. Applies to 2004-2006.
What I did is:
Driver side:
Remove the air entrance, air filter box top part, unscrew that metal collar, unplug the MAF (but dont turn ignition to on, or keep it plugged, for tests or youll get a check engine). For the air entrance bottom part, remove 1 bolt and then pull straight, there are 2 rubber grommets holding it. Now you have a nice access to the driver side fog.
I drilled a hole on a plastic part near that spot where the air duct wasnt in the way for the ballast.
Personally, I cut the stock wires so I could get the OEM plastic cap with gommet in my hands. Then, I cut the HID wires, passed them through the grommet, soldered, and tadam, you have a headlamp that wont fog or get water in it. As for the relay, I just used a marette and some electrical tape. Same thing to block the other side stock wires because you dont need them with the relay.
Passenger side: remove the plastic guard, pull straight on the windshield wiper fluid filler neck, it comes out. Remove 2 bolts hilding the coolant tank, and place it where it doesnt bother you. I had enough place to work but god it was a pain to do that side, since I'm right handed. Managed to do it anyway. Found a place for the ballast too, and voila. A set of installed HIDs without bumper removal.

I did my HID fogs without taking them off..Go underneath the bumper, and there are about 5 screws..Take them off and the plastic underpanel will kinda just dip down..then go to where the front tires are..and take the plastic off from there..should be 2 screws on each side..then just basically go in and install..i mean it was tight..but i got it done without taking them off.
