my fender liner? ripped off?

my fender liner? ripped off?

Hey i was driving on the highway today when i heard a noise. I pulled over to check that the fender liner? i dont know if this is what it's called ( the plastic piece near the wheel where u need to take off to change ur lights or your filter for CAIs ), became loose and as a result got tangled in my wheels and broke off. Just wondering what that piece is called for the driver's side so i can get a replacement.

my right one is out...are you guys experiencing just one side or both sides going bad...although i dont see any difference....
