Check the connection. It may be that the wire supplying the power to your fans is lose and its not getting the full current. It also sounds like your motors are going out. the only thing that shys me away from that is you say its happening to both your fans and the odds of both fans going out at the same time are unusual. usually when a fan needs to be helped along before it works, it means the bushing are burnt out and the magnetism going on in there is not efficient. what i would do is cut the wires and hook them directly up to the battery to rule out that the motors are going out. if they start without help then its your connection. (i have never looked at the fans in our car and i would be very surprised if they needed anything less than 12 volts to operate but check first to make sure the current isn't too strong for a direct hook up, if it were me i wouldn't be concerned, just don't sit there with the fans on the battery for a long time. the rule of thumb is you can safely run 1.5 times the recommended volts on an appliance, and 2 times the volts safely for short periods of time. the reason i wouldn't even check is because it is extremely unlikely they fans were built to run at anything under 6 volts, that's retarded.
