Torque for Valve cover Screws

Hello All,
I searched posts for tightening screws after installing new valve cover gasket. This may sound stupid but are the inches to pound for all generations? What are the torque for step 1 then for step 2? Also I hear it is a special order I should install the screws! Thank you for your help because I plan on doing this within the next hour eastern time.
