racingline highflow precats in CA question

Im in california and may have to change bank 1 pre cat, I have had p0420 for a while and have had bad cat symptoms a few times. I am looking at the racingline highflow precats. http://www.racinglineperformance.com...4&IDCategory=0 I would like to know if they will pass CA smog test? if so, anyone know about how much $$$ it is for the job at SoCal exhaust/muffler shops? Any input is appreciated!
